The coal industry is a high-risk one. The safety in it is a very severe problem. With the economic development of our country, the demand for energy is increasing, our country's current safety situation in the coal business is still hard to be optimistic. How to improve the safety of our country's coal industry is a task that need to be solved urgently.Presently safety assessment methods on coal mine used by our country's are difficult to adapt to the systematic, scientific, standardized requirements of coal mine safety management, can not reflect actual mine production safety situation timely, effectively and accurately, can not greatly convey useful information to the high-level leadership, making it difficult for the leader to deal with the safety problems appearing on the coal mine timely and effectively. Aimed at the problems existing in the safety assessment on coal mine currently, the author proposed the subject on Compositive Assessment Method of the Safe Actuality in Coal Mines under the ASP platform.In this paper, the main studying objects are aimed at coal mine enterprises in Anhui province, according to"Compositive Assessment Standard of the Safe Actuality in Coal Mines of Anhui Province", the author divided the assessment system into ten subsystems, such as Safety Management, Coal Safety, Drivage Safety, Ventilation Safety, "three Prevention", Transport Safety, Electromechanical Safety, prevention and treatment of water security, Weights Assessment, Coal Mine Safety Level. According to the survey, the biggest problem of the assessment on the coal mine safety actuality is the characteristics of multiple-indexes. We need observe multi-item indexes. There are qualitative and quantitative ones in these indexes, and it is very difficult to directly compare their advantages and disadvantages, needing to deal them analytically. The author analyzed the coal mine safety actuality using analytic hierarchy process in this paper, by the 1 to 9-scaling experts scoring to determine the weights of the decision-making level, obtaining quantitative sub-values of the each influent factors through on-site safety checklist scoring method, and establishing the model of the assessment system and determining its calculation method, and implemented the assessment under network finally. It has proved that the Safety Assessment System on Coal Mines under network in the paper can almost replace the current manual assessment, having solved the current problems that difficult to quantify, providing a useful reference for more studying the safety assessment on coal mine. |
