| The Emission Trading System(ETS) has been attracting more and more attention in recently years,changing the lagging and negative side of traditional environment management system and bringing vitality to environmental protection.This paper is mainly studying on the ETS from the perspective of institutional economics.First,it composes an evaluation index system of thermal power plant SO2 ETS and texts the validity,reliability and efficiency to ensure the Scientific and rationality of this index system.Secondly,AHP(Analytical Hierarchy Process) - Fuzzy synthetical method is used to fix the power of weighing coefficient of each index.Finally,the suggestion for improvement is given on the base of integrated scores calculated from the data of pollutant emissions efficiency of China.Meanwhile,the paper analyses the project of Taicang, Jiangsu emissions trading.In the study,it is expected to make certain contribution to the progress of our nation's ESC building. |
