We are in the era of global economic integration, information and network make that any corporation and unit in the world are not single individual, and management system become a sophisticated system. Therefore, for the constantly changeable complex management system, we can not defend tenaciously existing knowledge and management rules, but rather find continuously new knowledge and take new management decision. But decision must make fact and rules as foundation, make value as direction, so facing the increase of unpredictable and uncertainty factor in the management system, and the complexity in the management decision system, which brings great infection to the decision action, a large number of information can not be represented with accurate numeral, but linguistic variable or uncertain linguistic variable. For example, during the process of decision making, when facing the decision objects about people's comprehensive quality,weapon equipment's performance,engineering project,enterprise cooperation partners and so on, people usually give qualitative evaluation information directly such as the natural language in the form of poor,medium,good and excellent to evaluate them. So the decision theory and method based on the linguistic information not only have important academic value, but also have wide application prospect. In the thesis, firstly introducing the study background and real meaning of the subject, describing the decision theory and the study status quo of evaluation on electromagnetic environment. Then combining some knowledge acquisition tools like the fuzzy sets, linguistic aggregation operators and so on, we make deep and systemic research to the multiple attribute decision making based on linguistic variable, and discuss a new method of using linguistic decision model in some special field.Evaluation on electromagnetic environment becomes more and more important in the development of present society and its relations with people's treasure and security seems much tighter. But along with the increase of radio stations, which makes finite frequency resources become much more crowded, the probability of all kinds of radio interference increases continuously and the electromagnetic environment becomes more complicated. Hence, designing reasonable evaluation system on electromagnetic environment is one of the worth studying problems. In the thesis, we combine with the practical case of evaluation on electromagnetic environment for a few pre-selection stations before constructing civil aviation airport, improve original methods, excavate the attribute information which infects evaluation on electromagnetic environment of airport, and propose a decision model based on linguistic variable describing experts' preference information, then give a new method about comprehensive evaluation. This evaluation method not only gives more reasonable evaluation result according to some pre-selection stations of airport, but also could be extended other test and evaluation on electromagnetic environment, so it has a certain practical significance.
