Although the government has been increasing the investment to change the environment, the environmental problems are still becoming more and more serious. Even worse, the unbalance between the investment and its outcome appears to be more obvious. In the following paper, the author discusses about the related questions. The author finds that there is a big division between the sense of environmental law and practice in tradition, that is, although the public has come to know the benefits of environmental protection they never actively try to protect the environment in their life. The author also deeply analyses these problems from the different views of economics, organization behavior and psychology and gets a conclusion that the biggest problem in the cultivation of environmental protection law sense is the lack of the consideration on the factors of the market economy.During the shape of the sense in environmental protection law, the government focuses on "the administrative punishment and mortal duty", but ignores the changes in the social changing. On the basis of the analysis of the traditional sense of environmental protection, the author puts forward some suggestions. The author considers that the reshape of the sense of environmental protection law should draw economic stimulation into it, and regard the stimulation as the major method while administrative punishment and moral influence as the auxiliary. Thus, if so, the author assumes it will stimulate the businessmen to exert themselves to the largest extent and will help the public to protect the environment positively. Therefore, the division mentioned above will disappear automatically, and it also will help improve our environment. That is also what the author pursues in the paper.
