| Effluent Charge Regulation (ECR) is one of the basic regulations in environment management in China, it is also a significant environmental economic policy which can improve pollution control. Since ECR was implemented, it has played a vital role for enterprises in improving pollution control, resources economization and integrally utilizing resources, controlling environment deterioration, improving the ability of supervision in environmental protection, etc.The application of ECR in Environmental Management in Yuexiu District of Guangzhou was studied on the basis of environment economics theories, in order to find out the problems in the implementation of ECR, and propose some new ideas and suggestions to improve the problems. The Chinese ECR and the implementation of ECR in Yuexiu District have been introduced first, and then the relationship between the effluent charge and emission of pollutants in Yuexiu from 2001 to 2007 was analyzed. The effect of ECR on the behavior of enterprise was discussed by the investigation of three companies in Yuexiu District. Accordingly, the Means Contract Tendency Shoot Point to Real Point Method which is widely used in policy evaluation field was used to evaluate the regulation's effect of ECR in Yuexiu District from 2001 to 2007. The relationship between the ECR and emission of pollutants was discussed by analyzing the changing tendency of effluent charge and emission amount of waste gas, sulfur dioxide, smoke and dust, vegetable oils and animal fats and COD. The result showed that the ECR had apparent achievements in controlling the total emission of waste gas, sulfur dioxide, smoke and dust, vegetable oils and animal fats and COD for catering and service industries in Yuexiu from 2001 to 2007. The effluent charge was influenced by the ratio demand from the government, the market mechanism had a little effect on the effluent charge. The emission of pollutants will keep in stable state in a few years, which will give a challenge to the policy of energy-saving and pollutant emission reduction. Therefore, it is necessary to revise and improve the present ECR further. Some countermeasures and suggestions were proposed according to the facts of Yuexiu District. |
