Global warming has claimed the worldwide attention. The evidence shows atmospheric greenhouse effect could be the main reason for global warming. Therefore,CDM ( Clean Development Mechanism ) become an important measure for controling glasshouse gas and insure economic development.Consulting abundant data, the article reaches a conclusion that the rich hydroelectric resource in China, especially in the west, has great potential to be developed. According to the analysis on our country's hydroelectric CDM developing situation, the survey and study concerning on datum line Setting, project activity and superfluity, project boundary and leakage, monitoring planning of CDM methodology ACM0002, resultting that used average OM or simple OM to calculate quantity of electric charge bound parameter of CDM,used ex-ante to calculate capability bound parameter of CDM.With the example of one of SiChuan hydropower station CDM project, referring to domestic and foreign articles, this article studies the appliance of ACM0002 (datum line and monitoring methodology) in our country's hydroelectric CDM developing,resultting that the project has addition, quantity of electric charge bound parameter is 1.2526 tCO2/MWh;capability bound parameter is 0.6363 tCO2/MWh; proportional coefficient is 0.5;datum line parameter is 0.9445 /MWh; leak is 0 tCO2; the project's reduced emission is 1,491,247(tCO2e) from September 2007 to August 2014. According to ten Euro per CO2, the enterprise have 14,912,470 Euro income from international financing.The study which supplies the reference and technique direction on developing CDM project in our country's hydroelectric field and has important significance on technique advancement and strategy of sustainable development in this field.
