| In the White Paper "Environmental Protection in China" issued in 2006, the Chinese Government attaches importance to appropriate development and protection of marine resources and the prevention of marine pollution and ecological damage in order to facilitate sustainable development of marine economy. Following the Bohai Sea program, in 2005 the Chinese government started pollution control work in the sea areas around the estuaries of the Yangtze and Zhujiang rivers, carrying out environment monitoring and investigation in these areas, under overall planning with due consideration for both rivers and oceans, and both land and sea areas. There are approximately 80 percent pollutants in marine coming from land; protecting marine environment is closely related to controlling based-land activities.Basing on the current situation of survey from 2005 to 2007, the sources and distribution characters of Guangzhou Marine land-based pollutant discharge were investigated, in terms of investigation of Guangzhou sea area environment quality, major coastal enterprise wastewater outlets situation, pollutant discharge outlets and adjacent sea areas situation and theirs influence to marine environment, etc.Major pollutants affecting Guangzhou sea water were inorganic nitrogen, active phosphate, petroleum and COD. The concentration of heavy metal, such as mercury, arsenic, lead, cadmium and copper, did not exceed national quality standard. In certain sea area, cadmium and copper and petroleum in the sediment of some sea waters exceeded the standards.In 2007, pollutants of inorganic nitrogen, inorganic phosphor, COD and petroleum, flowing into sea was a total of 3.57 billion tons, through Humen river, Jiaomen river, Hongqili river and Henmen river. It's basically the same as in last year. Pollutant amount flowing into sea through rivers was still huge, and mainly were inorganic nitrogen and COD. Humen river and Jiaomen river were in the majority.Pollutant discharge of most coastal enterprises in Guangzhou sea area did not exceed the standards. Pollutant discharge of Certain enterprises exceeded standards at certain time.According to the principle of integrative assessment, pollution discharge outlets and adjacent sea areas of nine coastal enterprises in Guangzhou see area were appraised. Eight of them got C grade (Yellow) assessment, which means they were certain dangerous or potential dangerous to sea area environment and so they should be strengthen supervision and management. One of them got D grade (Blue) assessment, which means they were little dangerous and little potential dangerous and so they should be supervised and managed as usual.So as we know, the main pollution source of Guangzhou sea area is: the pollutant discharged by the enterprises and some others along the coast of Zhujiang River; peripheral dense and numerous canals of this area which are carrying the massive pollutant.Therefore, in order to improve the quality of the sea environment of Guangzhou, we must start from the source; all the environmental protection departments and Enterprises of this area, including the Estuary, middle and lower reaches of the Zhujiang River should work together, to implement Comprehensive Management to Zhujiang River. Resolutely put an end to the parent enterprises pollutants, and promote clean production. Practice the discharge of sea pollutant total quantity control system as soon as possible and control land source pollutant to the sea strictly. |
