Northwest ethnic region in Our country is an important source of water self-restraint. Northwest ethnic region is short of water resource, and it is the most searious problem.Water resource have very important significance to entire safe in northwest ethnic region and our country at present. Therefore, we must establish a long effective mechanism to protect northwest ethnic region water resources. Among them ,the most important point is to be going to perfect back-off policy of ecological, and to build back-off mechanism of ecological as soon as possible.
