Wetland is one of the most important survival environment of mankind and ecosystem which has biology multiform.It has enormous resource potential and environmental,social and economic function.Sanjiang plain in Heilongjiang province has a large number of wetland distributed. Sanjiang wetland not only affords many resources for production and life of mankind,but also plays an important part in supplying flood,meliorating environment,breaking down pollution, protecting species and maintaining zoology balance.In recent years,Heilongjiang province takes more measures to protect the Sanjiang wetland. Protection or exploitation of wetland becomes one of the main contradiction.The key of how to scale the value of protection,how to find the balance point of protection and exploitation is that translating the non-use value of wetland into money which could be estimated and compared with exploitation.The thesis used CVM(Contingent Valuation Method) which was widely used in environment estimation,to evaluate the non-use value of Sanjiang wetland.It made the contrast of money value that environment protection and exploitation come true,and also afforded reference or gist in environment protection to government and district.So that,the thesis had not only theoretics meaning but also application value.The thesis gave the definiens,classes and distributing of wetland,and discussed the zoology function,economic and social value of wetland more.Accounted for the districts and distributing of Sanjiang wetland,regarded the population of 21 areas as the standard of questionnaires that putted out.The thesis explained measure and theory of CVM.It depends on putting out questionnaires to acquire the WTP(Willingness to pay) of who was accessed.The thesis abided main principles of questionnaire design,and controlled bias that appeared possibly to ensure the validity of questionnaires.The thesis defined variables as sequenced and non-sequenced,the results of analyses shown that it's helpful to the disposal of questionnaires in the end.The thesis calculated pro rata method and Neyman method to ascertain the number of questionnaires that putted out in different areas, and the number is 552.There were 543 questionnaires be reclaimed and 522 of them were valid.First,we analyzed basic information that who were accessed and their average WTP.It shown that sex,age had not too great influence on WTP,but WTP of more income and higer occupation was higher than that of less income and lower occupation obviously.High WTP that Some jobs appears was correlative consanguineously with high income level.And then,analyzed the questions about the cognition of wetland and average WTP.It shown that the degree of knowing Sanjiang,the attention extent of environment protection had plus relativity to WTP.It was not consanguineous between evaluation of Sanjiang wetland protection,tour times to wetland and WTP.Totally,the basic information of who were accessed had more influence on WTP than the questions about the cognition of wetland.Utilizing the expressions of CVM,we educed the average WTP was 64.57 Yuan per year,and accounted the non-use value of Sanjiang wetland was 2.4749 billion Yuan per year.This result shown that it is valuable to protect Sanjiang wetland.The thesis tested the pertinence of basic information of who were accessed as non-sequenced variables,using both chi square test and line coefficient test.The results shown that the occupation and education was correlative.Then used Kendall W test to check the the questions about the cognition of wetland.The results shown that pertinence of these sequenced variables was low.The thesis defined social situation that who were accessed and cognition of wetland as sequenced and non-sequenced variables.And it discussed the pertinence between these variables and WTP.The results shown that age,occupation and education correlated to WTP.Most sequenced variables had ebb-pertinence to WTP,the number of tour had high pertinence to WTP only.As a result,we recognized that compared to sequenced variables,non-sequenced variables has stronger influence on WTP.It's a new conclusion.The thesis created sequenced model aimed at sequenced variables.Ordained WTP as cause variable,sorted as zero payment,low payment,middle payment and high payment.This model passed the chi square and Deviance checkout.The thesis created non-sequenced model aimed at non-sequenced variables.Because of the low return judge ratio,this model was just regarded as a reference model.The thesis gave the investigation report of Sanjiang wetland.We visited 3 departments,putted out 35 questionnaires,visited 19 persons,and collected more than 120 photos and kinescoped for more than 50 minutes.Finally,the thesis put forward conclusions and suggestions to the protection of Sanjiang wetland based on the investigation report,analyse results and model.
