The Five-year High-Graded Vocational Education is one of the important forms of higher vocational and technical education at home and abroad, which combines three-year vocation high school (specialized middle school) and two-year higher vocational education (technical college) high school. Students should spend five years in completing their college diploma education after they graduate from junior middle school. (it is also called five-year technical college)Because of characteristics and limitations of the united-edited teaching material, it is impossible to take the real situations of different districts and schools into full account; not to say the cognitive background and studying features of numerous learners. Through the research of school-based theory, this paper tried to develop a set of chemical teaching material which is suitable for five-year higher vocational and technical education students. It emphasizes that the teaching content should not only practical and conforms to the times, but also closely related to our daily lives and give assistance. It also attaches great importance to the valuation of process and the cultivation of students'abilities.The present paper includes four parts: The first part is the objective and significance of the subject .The second part is the theory foundation of school-based teaching material development. The third part is the practice of school-based teaching material development. The fourth part is the teaching practice and reconsidering of school-based teaching material.
