The theory and practice show that the fundamental reason causing environmental pollution is the excessive consumption of resources, the low utilization rate of resources and the lower renewable rate of resources. The more the volume of resources invested and the lower the utilization and renewable rate of resources, the more the amount of discharge of pollutants, the more serious environmental pollution and the poorer environmental quality will be. Thus, the fundamental way to solve the pollution is reduce the consumption of resources, improve the rate of utilization and renewable of resources and control the total discharge of pollutants.Water is a kind of renewable natural resources. The recycling of urban sewage is an effective way to economize and utilize water resources rationally. Meanwhile, cities can be look as special "human social systems". The regeneration of urban wastewater is an important way to combat water pollution and promote the sustainable human development, and also is an important protection measures of achieving virtuous social cycle of water resources viewed in "clean production" perspective. Urban sewage reusing can reduce the discharge volume of sewage waters to the water areas, bringing considerable environmental benefits and economic benefits, which is an imperative measure for a dry city.Tanggu District is a city with very scarce water resources. The per capita water volume is only 126.1 m3 / person in Tanggu District, less than the national average of 1 / 17. As the core of the Binhai New District, water shortage has become a bottleneck to restrain economic development. The recycle of sewage, the exploitation of the second city water resources, that is, sewage to be reused as a resource with water-saving and pollution-controlling, efficiency-increasing and other benefits after the depth treatment, is the best way to solve the pollution of drainage basin water and the contradiction between supply and demand of water currently in Tanggu District. In this dissertation, we consult a large number of literatures on the history, status quo and development trend of wastewater reusing cause in domestic and foreign. After surveying and analyzing natural ecology, socio-economic development and water profile in Tanggu District, combining the status quo of reusing urban sewage and the situation of pollution control, we put forward the necessity, reliability and being implemented of recycling urban sewage resources in Tanggu District. It provides the theoretical basis for the reuse project to be implemented concretely; we also explore the means of wastewater recycled in this stage using in agriculture, industry, urban landscape, municipal and garden etc; while we launch the survey based on the problem to be solved urgently about reusing of sewage and eventually proposed several implementation countermeasures for sewage resource utilization, such as perfecting the local laws and regulations of the use of renewable water resources, innovating the reuse of wastewater technology, establishing a unified supervision and monitoring management system, formulating positive economic policy, using economic leverage to optimize the distribution of water resources, adopting multi-channel financing and the way of open tender for the construction of the project, adhering to the principle of both focus on and distributed processing and so on, while such measures play a positive role to solve water shortage of Tanggu District, reduce water pollution, promote the sustained, healthy and stable development of economy.
