With the development of GIS technology, its applications are becoming extensive and deep, but some specific problems are rising, which requires not only the basic theory study ,but also more concentration should be paid to the specific application areas. Then, the corresponding specific application GIS software.We refer that there is great potential and advantages in the GIS application in raw-oil industry, such as network management. While there are some difficulties to put GIS technique into the practical application in raw-oil industry, for instance, network data management , the common GIS software cannot meet the business operations and management, so a powerful and well-developed GIS development pattern is needed to solve the business' requirement.This paper including:1. Pipeline safety inspection data was added to the management of oil pipelines, using the pipe system to enhance the relevant pipeline management.2. It introduced two key technologies: ArcSDE and AE; and used ArcSDE and AE to process several image data, used ADO.NET technique to process attribute data.3. It introduced the gathering and transportation pipelines and pipe network management system from the overall design, coding design, elements design, database design, functional design and category design in detail.4. It implemented the function of user management system design, Shp data processing, data connectivity, the map operation, information queries, attribute editing, graphics editing and image output.The integrative management of graphic and attribute data of the gathering and transportation pipelines and pipe network system based on development of the AE and ArcSDE greatly enhances the enterprises' operational efficiency, is a successful example of GIS application to specific industry, plays a role in pipeline safety management promotion.
