These years, the university entrance rate of our country is increasing continuously, the population of students and teachers at campus grow relevantly. The building construction of the university is then carried out widely and campus area increases a lot. So, it has required more on the current university fire protection management system. It is necessary to notice the importance of campus fire safety and construct a high effecient and visualize fire risk assessment and emergency system.Current fire risk assessment methods are mainly qualitative, semi-quantitative and quantitative analysis. Semi-quantitative analysis is commonly used. The semi quantitative fire risk ranking method combines with analytic hierarchy process used in multiple criteria decsion making and fuzzy synthetic evaluation based on fuzzy math. The application of Geographic Information System for fire risk management has the advantages like spatial visualization, spatial analysis and spatial data management. This paper summarizes the former research archievements, and research about risk assessment and digitalize emergency management methods according to campus fire situations. The main contents of the paper include:(1)According to college campus fire situation, based on disaster science, the hierarchy factor system for fire assessent is established. The factor weights are determined by AHP method. The fire risk ranking is realized by Fuzzy AHP method.(2)The consistency of the judgement matrix is checked to ensure the rationality of the matrix. For multi criteria system, the composite consistency is checked. The fuzzy optimal cluster model is used combined with the linear weighted model. The maximum membership degree is analyzed for its effectiveness.(3)According to campus fire accident characteristics, the digitalized fire emergency system is built up. And emergency steps are designed as module. Finally the risk assessment and the emergency management system are integrated in the same platform.(4)The campus fire emergency system(CFE GIS) is developed by GIS components. The system works with desktop platform as well as web page service. The MapObjects Components is developed under VB environment to realize information quiry, analysis and decision making aiding. The system data is managed by Access 2003 and SQL Server 2000. The Web GIS platform of CFE GIS is setup by ArcIMS to provide online information quiry and data update.
