Scientific Conception Of Development And Ecological Province Building Of Heilongjiang

In the 50's of 20th century, that's after the World War II ,as science and technology develops rapidly ,worldwide ecological environment problems gradually become serious. The problem that how can we get out from the corner of ecological crisis and actualize sustainable development is not only an important theory problem which the current international society are concerned about, but also a great reality problem which need urgently to be solved in the current times. The Third Plenum of the 16th Central Committee of The CPC presented the scientific view-point of development. which takes"the people first"as its core-value orientation, and it is also an au-mound , balanced and sustainable view of development. Its core includes five plans: planning urban and rural development, planning development among regions, planning economic and social development, planning development of man and nature, and planning domestic development and opening to the outside world.Facing the current serious ecological crisis, we, human, have to observe our own behaviors again, reflect the role we played and the responsibility we should take on in the crisis. Just based on this kind of rational reflection, the ecological ethics was born. Eco-ethics emphasizes that human being is no longer the ethic center of nature. Human being should respect all existences and cooperate with the nature for evolution.Since applying the reforming and opening-up policy, especially in the recent ten years, Heilongjiang Province has obtained huge achievement on economy and society. Nowadays the government has provided a series of preferential policies and convenience for reviving the old northeast industrial base. Furthermore, Heilongjiang Province should seize this advantageous opportunity to speed up the developmental pace, and push our economy up to a new step. On the strategic altitude of carrying on the scientific view of development, implementing the strategy of sustainable development and richening people and strengthening province, The Heilongjiang provincial party committee and the provincial government presented to construct ecological province. This issue, as a great career and systematic project, has an overall importance and is the significant to Heilongjiang entering 21st century. Its'benefits will cover us in the present age and our descendants in the future. It may enforce the strategic adjustment on economic structure for Heilongjiang Province, and transform the superiority, advantageous environment resources, to the real productivity so as to realize the balanced development and benign circulation between resources, environment and economy. But, how to construct an ecological province is the matter. that needs suggestions from the general public. This paper embarks from the"Scientific view-point of development"and Eco-Ethics theory, also combines with ecological characteristics of Heilongjiang Province, explains the problems on constructing ecological province. In Heilongjiang Province, we should enhance the construction work for the ecological province from forest and wetland protection, the solution of the Songhua Rover water contamination, resources-depleting cities improvement, and the city central heating and so on. By carrying on eco-ethics education, and"green-consumption"conception education, raiding the ecology legal system construction, we can develop green economy and recycling industries vigorously, increase fund investment on ecological construction, and build up science and technology support in the whole province and so on, to push the ecological construction forward. Under the corpora ting participation of government, the unofficial and citizens, we believe that we will make the goal of ecological province construction come true.
