Study On The System Of Pollution Taxes In The Regulation Of Chinese Coal-fired Power Plant

According to the"Chinese 11th five-year plan", the total quantity of the national main pollutant discharges would reduce 10% from the present foundation in 2010, and this target has the legal effect. Bu in 2006, the first year of the"11th five-year plan", the total quantity of the chemical oxygen demand and the main pollutant discharges of China has not reduced, but instead has the rise. As one of the most serious pollution professions, the pollutant withdrawal of Chinese power profession always stays at a high level. In the last few years, Chinese electric power profession discharges about 50% of the national Sulphur Dioxide and the coal-fired power plants have become the main battlefield of reduction discharge of Sulphur Dioxide.The pollution fees system has started in China since the end of 1970's, has had several adjustments and the development, and has made the positive contribution to our country environmental protection enterprise. But this system has some flaws and the insufficiency, the function to the environmental protection had not achieved the society progresses'request. How to cause the environmental protection policy to conform to the society need and promotion the economical development has already became our country current pending issue. In other words, we should make the environmental protection and the electrical energy production coordinated development.This paper, first of all, summarized main countries'experience and research results in the environment supervising and managing of power market. After had considered the present environmental protection policy continuity and to improve our country's environmental protection policy of power market, this paper proposed to collect taxes for the pollution in the power market and established a basic model of the power market. Then this paper thorough analyzed the system of pollution taxes with the Cournot Game Model and compared the model balanced result and the total quantity of pollution with normal. This paper contained four major parts work as follow:The first part: in the first three chapters, this paper contained the summarizes of literature, the environmental protection policy of the domestic and foreign power market, our country's present pollution control policy, the recent research situation and so on. Synthesized the domestic and foreign scholars' research, this paper proposed that our country's present system of pollution fees has some flaws and insufficiency. It also proposed that we should carry on a system innovation and should collect taxes for the pollution to strength the current environmental protection aspect.The second part: it contained general balanced research of power market, the system design of pollution taxes, system effect contrast analysis research and so on. This part mainly did the theoretically research with mathematics and the physical method to the model. It designed a system that collecting taxes for the pollution and suggested the mentality and the procedure.The third part: Utilizes the Cournot Game Model to carry on the inferential reasoning, and finally proved that this system is advantageous to reduce pollute and this system is advantageous to the promotion enterprise strengthens the pollution government. Then a SWARM simulation was done to validate the effect of the new system of pollution taxes.The fourth part mainly to give several policy suggestion for the system, and then summarized the entire paper.After research, this paper discovered this system is advantageous to reduce pollute and this system is advantageous to the promotion enterprise strengthens the pollution government. This paper proposed some related policy suggestions, provided the reference for the electric power profession control section and the environment control section.This paper's research has very big research value, including in academic theoretically value and practice value. In the sphere of academic, the environment regulation and reform of power market is a hot spot which theoretically studies. It also is the topic which our country urgently needs to solve in these days. In the practical significance, the environment regulation of power market is a very important condition to finish the"11th five-year plan", so the research also has very great value.
