The sewage disposal plant nearby Changjiang River (ChangZhou city) is main investigated subject in this paper. The impact of tailwater discharging into surface water is studied by the combining qualitative manner of theory analysis and quantitative mathematical simulation. By means of investigation at the crime scene of the plant and the around, the characteristic and scale of the program, water system, climate and the environment of this area are founded out. The monitoring plan to monitor the actuality of the area is constituted. The main problem and the circumstance restrict factor of the plant are definituded, and the protective measures of surface water are worked out. The impact on water system by tailwater discharging into Changjiang River is predicted by 2D unstable state water quality model. The advices of environmental protection, the actions and measure to the main environmental problem from the angle of environmental management are put forward.The main results of the paper are as follows:(1) The reception amount of water supply and sewage of this program is predicted. The balancing situation of sewage disposal is put forward. The sewage character of the take-over area in detail is analyzed.(2) The feasibility of tailwater discharge into Changjiang River is demonstrated. There are two parts of the prediction of environmental influence for tailwater discharge into Changjiang River: the impact of the water quality by deep water dispersion of tailwater after addition of 100 thousand m~3/d of the plant is demonstrated in the first part, the impact of the water quality after addition of the 400 thousand m~3/d of the plant is demonstrated. The feasibility of the 400 thousand m~3/d of the plant is reasoned from the angle of the environmental impact. The impact brought by contamination of aniline in dyehouse waste and the out-of-service of the present temporary conduit is considered.(3) After the addition of the plant, the belt of COD concentration increment of 0.25mg/L brought by 100 thousand m~3/d of the plant is about 0.04km~2. After using the 400 thousand m~3/d of the plant, the belt of COD concentration increment of 1mg/L is about 0.04km~2. The contamination belt is far less than the standard which is 5mg/L. So the environment capacity of this section can satisfy the requirement of tail water discharge into Changjiang River after the addition of the plant.(4) The control manner of "trird calss control, trird class standard" is raised up. According to the work process of the water pollution control and the level of sewage disposal, the system and overall process area water pollution control can sum up to "trird calss control, trird class standard".
