The Application Of Ecological Suitability To Regional Environmental Assessment

Ecological suitability assessment is a kind of estimation, on the foundation of ecological inquiry, of the effect on ecological elements by way of land utilization in the layout area, with the purpose of searching for the most feasible project of land utilization. At present, ecological suitability assessment has already developed to a research, which contains many aspects such as the suitability assessment of land for urban development, site selection of the land for urban construction and so on. The technical principle of the environmental assessment of development zones, which was decreed and carried out in 2003, also ranked ecological suitability analysis among the regional environmental assessments.The author tries to apply the ecological suitability to the assessment of environmental effects in Wukeshu economic development zone. According to the current situation of the land utilization of development zone and the problems in the process of development and construction, the content of the assessment is fixed on the whole ecological suitability assessment of both the residential area and development zone. The evaluating indicator system is constituted of the following three levels: the first one consists of natural ecology and humanistic ecology. Natural ecological indicator includes environmental quality and physical geography; humanistic ecological indicator includes infrastructures,human resources and integrated conditions, which are considered as the second-level. The third-level indicator is the choice bases on the second one. Combinatorial mathematics method is adopted as the evaluation methodology because of its simplicity.The result of the assessment indicates the great changes of the ecological suitability in Wukeshu economic development zone after its construction, because the constructions of the infrastructures in the development zone have greatly changed its environmental qualities and improved its residential and commercial qualifications. Therefore, it is favorable to analyze the construction of the development zone in terms of land utilizing assessment. In development zone, people should pay more attention to the layout and management on the projects of environmental indemnifying measures, farm reconstructions and inner virescence and so on, in order to reach the harmony of environment, economy and social benefits.
