Facing the complex changeable scene of a fire situation, the fire director must draw up a thorough fire prevention rescue implementation plan in the shortest time according to the surrounding environment and the internal structures of buildings on fire. At present the card type or paper folding-like is leading types of the fire prevention operation and rescue preplan (FPORP) fire department generally used. This requires fire directors to remember every important company's information within their jurisdiction such as location, nature, water source and others especially architectural graphics and its surrounding environment. This is obvious that workload is enormous and hard to complete for fire directions. Furthermore changes in fire grass-root cadre are frequent, and fire routine work is extremely numerous and diverse. That makes the fire work harder. In summary, the present fire ability and the modernization are able to meet the demand of the modern fire prevention's development by far, therefore it becomes an urgent demand that establishing a network-based digital FPORP.As the network technology further development, W3C (World Wide Web Consortium) recommends SVG (Scalable Vector Graphics) as a vector graph demonstration and transmission standard. SVG is an open standard vector graph description language which based on XML, and provided one kind of open solution for graph data in the FPORP system which is distributed and transmitted effectively in the network. That makes the graph data in the FPORP system to become expandable and portable graph resources.One focus of this paper is how to solve the question which the rich massive graphic resources are speedly transmited and shared in the FPORP system.
