Study On Evaluation Methods For New Materials

In this paper it analyzed the evaluation method for the PLA project, which is beneficial to the improvement of project evaluation theory and development of PLA industry in our country. The research was based on the evaluation method for high and new technology project and combined with characteristics of new material research and project. By using Delphi method, the evaluation index system for PLA project was established in terms of technology, market, risk and economy. The PLA project was studied by using synthetic fuzzy-hiberarchy evaluation method.As a new technology, the products of PLA have very good market prospect and strategetic significance to the development of society and economy. But presently in China it has not been manufactured in large-scale and widely used in the packaging industry. Considering of the specialty of the PLA project, the index with timeliness and uncertainty were set into the economy evaluation system. The evaluation index system should materialize the feature of PLA project and simultaneously avoid the excessive emphasis on project feature leading to the excessive particularity of index, which may result in poor generality and maneuverability.The results show that the project has high level of technology, better market status and potential, high expected economic benefit, as well as high risk.
