A scientific analysis on water pollution in Shi Jiazhuang city is made in this paper. The conclusion is drawn that the CODcr is the subject of the total amount control, meanwhile an adjustment is made based on the capacity total amount control technology, While leads to a new boundary of Shi Jiazhuang water environmental functional areas .The capacity of the water environment and the allowed drainage of CODCr ofthe surface water body in the three controlling function areas of the Haihe. River drainage area in Shi Jiazhuang is figured out. The result shows that the present drainage of CODcr in Shi Jiazhuang area exceed the capacity of the water environment over 200%, andthe pollution of the surface water is rather serious, thereby the odds of the pollution accidents may increase. On the base of the analysis and calculation, the task to reduce the drainage of the CODCr is allocated reasonably to the main pollution sources in this area. Moreover, 13 measures to realize the total amount control are put forward. The result of further assessment of the environmental capacity of Shi Jiazhuang area manifests that the capacity of this city's environment is deteriorating yearly. Therefore the emergency to construct a Shi Jiazhuang environmental alarming mechanism is suggested in the Paper.The research in the paper offers the strategy to control the total amount water environmental deteriorating water crisis of Shi Jiazhuang City, and this paper is worthy of referring to studying strategy in control water pollution in the Northern China especially in the highly polluted areas.
