This paper is from the theory of sustainable development. It takes wuliangsuhai lake in wulate banner of Bayannur league as demostrution to study the evolution tendency of plant-type lake in dry land area .On the base of data from 2003 to 2005,collecting nature environmental data,social econmy data,hydrological date water quality,water quantity pollute resource pertinent factor .We can apply fusszy maths for evaluating water environmental state in Janauary and May and November,2004,in Janauary,2005 in wuliangsuhai. According to different subordinate degrees, we can confirm water environmental status quo, at the same time make a qualitative analysis of the degree of eutrophication of lake ,and it is in serious eutrophication .On the premise of state quo of investigational regime ,we partition water environmental function areas and protract the chart of function areas.We simulate water quality by maximal water quantity ,making use of finite difference and simulating the concentration of NH3-N. We calcalate water environmental capacity of NH3-N according to water environmental capacity rule of the river for entering lake .Selecting the models of water environmental capacity, we estimate water environmental capacity of TN and TP by OECD,Dillon and Hetianjian model at standard of water quartity forâ…¢andâ…£andâ…¤. We conclude that the values of models by OECD and Hetianjian are greater than the value of model by Dillon. We apply the mean value of three models to estimate water environmental capacity of TN and TP in 2005. By the results of water environmental capacity ,we study total quantity control of pollutant discharge.
