Strategic prediction, which is one of the core technologies of Strategic EnvironmentalAssessment (SEA), is the progress of simulating and forecasting the impact of the stratagemimplement to the compound system of society, economy and environment, and will provideargument for strategic assessment and decision-making. The category and the emphasis of theprediction is of variety, so it is the key for the success of SEA to utilize the methodseffectively. The system integration of technology is the necessary trend. Basing on theanalysis through time and space disassemble, the integration mode of "SD-GIS" is broughtforward, and it is used in the Jin Ling Traffic Planning, which receive benign predictioneffect.The main content of the paper is as followed :1 The development history and research progress are reviewed first, combining with themain content, the main trend of SEA is concluded. And the technology route of the paper isadvanced.2 A short introduce to the basic progress of SEA and key technology is made. Accordingto classifying method of qualitative methods, quantitative methods and visual methods, thetechnology system of SEA is concluded. Strategic failure analysis of SEA methods applicationis made basing on that, and the conclusion is made that system integration is the trend.3 The environment problem that traffic planning refers is disassembled according timeand space, on that, the mode of SD-GIS is put forward. The rationality of it is discussed. Themain framework, function design and database design of the traffic planning prediction isbrought forward as well as the main body structure of system dynamic.4 Ji Lin city is taken for the case study. First, the traffic planning analysis is made andplanning content that partly accomplished is reviewed. Through the prediction method ofsystem dynamic and the "before and after comparison" method, the impact of Ji Lin trafficplanning is analyzed, and get the conclusion that Ji Lin traffic planning is sustainable. Themain body structure of traffic planning prediction system, the design scheme of database andmain function of the system is introduced. Finally, system discerning and prediction is madein the region that may be impacted, and mitigation measure is given.
