Alternative Research Of Urban Traffic Planning Environmental Assessment

Strategic Environmental Asssessment is the application of Environmental ImpactAssessment to Strategic actions such as policy, plan or program (PPPs). According to Law ofthe People's Republic of China on Environmental Impact Assessment, plans environmentalimpact assessment is a formal, synthetic and systematic process to appraisal theenvironmental impacts of plans and its alternatives. The ultimately object of carrying outplans EIA is to ensure the assessing conclusions and environmental consequences areintegrated into strategic decision-making process. Transport plan in Changchun is selected asstudy object in this study. On the basis of analyzing and knowing progress of SEA domesticand overseasn and considering the characteristic of Changchun as a provincial city, transportplan in Changchun is studied. Considering the limitation of scope of instituting alternative ofEIA for transport program and absence of technique methods, procedure and techniquemethods of alternatives institution and optimization are brought forward, includingdistribution of road nets, road levels, distribution of transport hinge and traffic modes etc, andare in favor of implementing of EIA for program in China.The content of this thesis is as follows:1.The background and meanning of thesis are summarized, progress of EIA for programof overseas and domestic is introduced and some problem from confirmation and optimizationof alternative are emphasized.2.Based on analysis of urban traffic, it is thought that transport in the planning isimportant. On the basis of analysis of theories of transport program and EIA for program,reasonable procedure of EIA for transport program is ascertained.3.Theory system on EIA for transport program is established, including EnvironmentalCost-benefit Analysis, program and design of distribution of traffic net, Extentics and SystemDynamics.4.Concept and characteristic of alterntive of transport program are summaried,and modes,theories, principles, procedure and contents of alternative of transport program aredemonstrated.5.Extentics is applied to sorts of alternative. Based on analyzing impact and consequenceof transport in Changchun, multi-dimension and conmplicated model on system dynamics isestablished including economy, social, environmental and transport subsystems, and themodel is simulated and tested with some statistic in Changchun. With assessment of degree ofoptimality, different scenarios are estimated according to simulated results. Relevant programset are selected.
