After critical reviewing on the hazardous waste material all over the world, firstly this paper expatiates on the basic things of the hazardous waste comprehensively. Considering the current situation in China, secondly this paper makes a lot of researches on the hazardous waste production of our country and its harm to the environment and human beings, then it further brings the consideration of the management and disposal ways to control hazardous waste. Through the comparison of the different disposal ways, especially the scarcity of the land, incineration will be the optimized choice in the future to dispose the hazardous waste with its remarkable ability of reduction, innocuity and energy recovery. So the basic theory , main control factors of the incineration and production and treatment technology of the fume pollutants were further introduced in this paper.Hazardous waste is produced from every industry, so its composition and characters differ much. This paper makes researches about their characters according to the classification made by national hazardous waste lists, especially the combustibility of the hazardous waste which is fit for incineration. It is showen: most of the hazardous waste has high calorific value and good combustibility;the sludge calorific value and the volatilization percentage is not high enough to meet the incineration condition, so it can be used as the basic material to blend with hazardous waste with high calorific value before incineration.The character of the hazardous waste differing too much will affect the function of the incinerator and the combustion efficiency very much when using incineration to disposal the waste. This paper introduces the simulating incineration in rotary kiln to study the effect by the hazardous waste character to the function of the rotary kiln and the combustion efficiency , especially the effect by the calorific value , volatilization percentage and moisture rate. It is showen: the calorific value, volatilization percentage and moisture rate all affect the incineration temperature obviously;the calorific value, volatilization percentage but moisture rate affect thecombustion efficiency of the first chamber obviously;after the second air feeding, most of the fume in the second chamber could bum completely.
