Environmental capacity is a basic theory to environmental science and environmental management. Environmental capacity studies the law of contamination's transference and translation and accumulation. It also reflects the receiving capacity of a certain kind of environment. Environmental capacity is the basic theory for making the law of environmental and emission control regulations, and also important to environment quantity analyzing and area layout and total emission control.Uncertain mathematics is a kind of practical mathematics which is developing in these years. In my paper, uncertain mathematics is used to calculate the environment capacity .The environmental capacity of Shahe River is calculated by this method. It is proved reasonable in calculating the environmental capacity of river and reservoir.Shahe river Fuhe river and Nanhe river are main riverway of Chengdu city ,called "Three river" of Chengdu city, belonged to water system of Mingjiang river ? Recently, because of rapid development of coastwise economic and relatively lag of drainage system, water quality's guide line has exceed standard level. It badly restrict development of economic and improvement of resident's standard of living in this district. Therefore, pollution analysis for water environment and simulation of environmental capacity in Shahe river, can offer theoretic base for pollution control of Shahe river, and promote continuable development in this region.
