The Application Study On Risk Control And System Safety Management Of Star Hotel

The rapid development of economy brought by the reform and opening policy, the steady growth of our country inhabitants' income,the development of traveling, commerce and exhibition,as well as the relaxing and adjustment of the vacation and the correlation policy, which impel our country tourism rapid development, provide a formidable economic basis and a market foundation to hotel industry, and they can prosperously develop. Hotel industry as one of the three big pillar industries for tourism holds extremely important status in the national economy. Along with the living standard enhancement and the increasing opportunities of going out, people don't merely satisfy with the simple food and lodging, but hope to obtain the spirit to be joyful and to be satisfied, which impel the modernized star hotel develop rapidly. Star hotels have brought a series of security and safety problem in the development process. So people pay more attention to the hotel's safety and health question, but now our country's star hotel safety and health question is very stern. Therefore this paper proposes the research on the star hotel safety management to enhance the star hotel's safety health standard. This paper takes the system theory as the guiding ideology of the entire research work. Through analysis of the character of the hotel safety and security problem, based on its complex safety problem, it proposes using system safety management, enhancing the star hotel safety management level. The occupational safety and health management system(OSHMS)precisely takes system safety as a foundation, realizes the whole staff, the entire process and the omni-directional safety management. The star hotel through establishing OSHMS, identifying the hazard sources, controlling risk from the hazard source, achieves the prevention primarily and hotel system safety. In view of the Fuzhou ×× star hotel's character, this paper researches on this hotel which has established OSHMS,and introduces its establishment, implementation and operation process of OSHMS. It uses the suitable means of hazard identification, risk assessment and risk control to the hotel, and establishes the emergency predetermined plan and response, and constructs the suitable security information platform for the hotel. This paper's research content has certain practical value. It provides reference to the assembly places on how to conduct the system safety management, and how to establish OSHMS and carry on risk control.
