The environmental impact evaluation means that the manufacture processes of some enterprises are forecasted for the environmental impact. This forecast is according to the certain theory and method. And the best advice of preventing or reducing the environment damages is get. It is the magic weapon of preventing the manufacture processes to pollute and destroy environment. It is the reification, institutionalizing and standardization of the basic principle of our country Law on Environmental Protection. The basic principle relies mainly on preventing. It is the important measure of strengthening the environmental protection. And it is the effective measure of preventing to worse of the environmental quality.This subject is based with the project of National 863 Program-- " Study on the EnableTechnology of Green Manufacturing Process Course Planning and Application System" and theHubei key laboratory opening fund project--" Study on the Manufacturing ProcessEnvironment Impact Evaluation Method Based on Craft IPO Model". The author studies in the depth on the environmental impact of the cutting manufacture process, on the basis of the investigating domestic and international relevant documents and materials.(1) . The source and research significance of the subject are introduced. The current both at home and abroad situation of the environmental impact evaluation of the manufacture process have summarized.(2) . The significance of the green characteristic analyses on the cutting manufacture process is dissertated. The cutting manufacture process is one of the most common of the dispersed manufacture process.
