Today, the national rapid economic development, especially in developed country, is based on the supply of cheap and large scale products made of mine.Our country entered in the third phase of industrialization, the phase of much raw mine resource used, the environmental problem caused by mining is prominent. In 2004, the GDP of Chizhou area is 92.43 billion Yuan.The gross production of mine is 15 billion Yuan. The latter is the 16.23 percent of the former. Controlling the negative eco-effection caused by mining rationally is very significance at present time. This paper firstly goes over the theory of environmental economic analysis and the technology of rehabilitation based on the landscape ecology. Environmental economics is resulted from the romantic economic , scarce economic and exhausted economic. Also is the result of biological productive theory which based on marginal principle and new classical productive theory which based on regarded agriculture and classical productive theory. Therefore conclude the analysis of benefit-cost and input-output are the main methods used on environmental economic analysis of mining, and the technology of rehabilitation based on landscape ecology is very hot at now. Chizhou area is at the elementary period of area development. The consumed amounts of mine resources is rising. Thus, the eco-problem is radical. This paper researches the eco-problem in 3D of economics,technology and ethics, and puts forward the corresponding countermeasures. Water pollution at Huangshanling Pb-Zn mine mainly is heavy metal pollution, for example, Cr,Pb,Zn,Cd,Cu and etc. The various countermeasure are used. Meanwhile, carry out the cost-benefit analysis on the mine by the means of Contingent Valuation Methods. The environmental economic net present value is 1996976 yuan, its ratio is 0.34. Then, carry out the input-output analysis on the Shuangqiao limestone mine; do the green calculating thinking of the environmental effect, the price of CaO is rising by 0.06 times, which is the rational price of the mined products. According to the ideas of recycling economics and system ecology, get that the hot access of mining rehabilitation is reconstructing based on landscape ecology. Do the rehabilitation research on Huangshanling Pb-Zn mine. The area of mine is 1.7 km2, located in the basin of mountain. It is also called mine community which form the complete little complex eco-system of NATURE-ECOMONIC-SOCIETY. Using the method of landscape ecology planning, Get the programming result of the following, 1.1609 km2 (mixed evergreen and deciduous forest), 0.06 km2 (concentration area), 0.009 km2 (tailings reservoir), 0.0001 km2 (purification pool), 0.40 km2 (resident and work area), 0.07 km2 (agriculture land), which avoids the harm caused by the mining and proves that the technology is useful. In order to construct the harmony NATURE-ECONOMIC-SOCIETY system, the basic means is the application of environmental ethics. The paper introduces the main points of the land ethics, the environmental ethics, the deep ecology and the ecology politics, and brings out the ecological ethical countermeasures according to the present ecological conditions in Chizhou. The first is defining the ethical property right.the next is that economic man is converted to ecological man . The last is building eco-community. The paper also puts forward the corresponding economic measures that is imposing a Pigon tax and exchanging pollution license.
