It has been progressing with the developing of computer technology, communication technology, network technology and image processing technology, and it has experienced simulation monitoring, local digital monitoring and remote monitoring based on local digital monitoring system. These monitoring systems have some disadvantages such as complicated arranging line project, instability of the system and poor opening capability.With the help of the modern network resource which is of high speed, low price and credibility, the design of the distributing network video monitoring system can be carried out, which is capable of strong integrated process ability to combine a series of subsystems of certain functions into a system of stronger capability. It is especially suitable for the situation when the video system could increase or decrease its facility according to the different aims of the monitoring. It provides redundant structure and separate disposal mode which prevent any individual node fault from effecting the overall situation and help to make the whole system stable.Upon the research on the traditional monitoring technology, this thesis has developed one network monitoring technology according to the goal and practical demand of video monitoring system, The work accomplished in this paper is listed as follows:1. Related data on video frequency monitoring technology has been consulted, current developments of the monitoring technology both at home and abroad are kept abreast of, various advantages and disadvantages of monitoring technology have been analyzed and studied and the goal of the research for this paper has been put forward.2. Knowledge for developing the system is well prepared. Different types of technology have been studied, such as computer technology, network technology, communicating technology, streaming media technology, knowledge of video frequency server and the software development etc.3. A framework has been designed for the whole system according to the characteristics of the video frequency technology and the need for practical application.1) The B/ S frame construction rather than C/ S frame construction is chosen, which makes it more convenient to supervise and control the terminal operation;2) The hardware compressing is adopted to increase the efficiency of the image processing by comparing and analyzing, and the demand for the width of the local network. The Sweden typical model product AX2400 video frequency server is chosen to be the processing equipment for the image digital compressing . The adoption of the ActixeX control component and the time control help to settle some of the self possessed malpractices of the AX2400; .3) Total architecture of system has been designed.4) The self security of the system is strengthened by means of user authority classification, gateway and removing impotence password.4. The database design and the module design have been processed;5. After inquiring about the memorized video image information, a new search method based on the contents rather than key words is put forward. Also, an appliance example is given to the car licence plate recognition.6. In the end, a further prospect is made to the development of the long distant video monitoring technology and the post disposal of the video image data.The network security monitoring system, which is based on the studying and developing of the video frequency server, has achieved a stable system with several advantages: easy to be operated, convenient to be upgraded, free of the confinement to a certain geographical position.
