To Research The Impact Of Environmental Issue On International Relations

After the cold war, the environmental problem gives prominence to the world increasingly. Pollution of environment, deterioration of ecology and exhaustion of natural resources are the key concerns and focuses of the international community. All these make the environmental problem into an important international political issue beyond its original field. 1. The environmental problem: the new topic of international relations. This thesis aims at the study of the environmental problem which is featured with international relations from the view of fundamental theories of international relations. There are two criterions to judge certain issue whether has the feature of international relations or not: One is whether the influence of the problem goes beyond the national boundaries; the other is whether it involves the multinational factors in solving the issue, e.g. restriction of international environment and international cooperation. International environment contains internationalization of internal environmental issue, transnational environmental issue and global environmental issue three types. Globalization, desperation and complicacy are the essential features of global issues. Apart from these, it is characterized with unique complexity, e.g. hysterics, accumulation, replacement of space, the exterior feature of environment issue, and especially the tight relationship between environment issue and scientific technology. 2. Impact of environmental problem on international relations. The non-governmental organizations play an outstanding role increasingly in the global environmental issues: they are the important organizers and participators of the project of conservation of international environment. This kind of organizations can be divided into professional environmental organization of international, academic society concerned and other non-governmental organization. All of them are the participator, supervisor, promoter and even organizer of law of international environment and the project of international environmental conservation. They regard environmental conservation as their duties, and play an unique part to communicate all sides and promote compromise and cooperation because of flexible, professional and beneficial feature accompanying the whole course of the their work. The appearance of environmental issue has impacted tremendously the traditional notion of state sovereignty. Firstly, the challenge and effect of system due to environmental issue compels every sovereign state to abide by intensive international rules, regulation, norm and system. Then, in the field of international environment, at the certain degree, the state sovereignty is enslaved to many non-stated body, especially some authority organizations of international, so that the state environmental sovereignty has been sharing. On the one hand, in the foreseeing future, independent countries are still the strongest participators of international relations and the mechanism of international environment. On the other hand, the globalization of environmental issue and the state limitation of prevention and cure ability demand that state sovereignty should have the new pattern of realization. Since there is contradictive relationship between the crisis of global environment and the state sovereignty, we should seek certain balance to strengthen international cooperation and maintain state sovereignty simultaneously, and adjust the traditional notion of state sovereignty necessarily. Owing to the difference of its benefits and development phases of economy, there are severe divergences between developed countries and developing countries. The principal contradiction can be generalized as below: at the beginning, the different acquaintanceship with economic development and environmental conservation, the assigning responsibilities and duties on global environmental issue, the contradiction between environmental conservation and the system of international trade as well as the environmental colonialism promoted by developed countries; next, environmental issue is becoming the protruding issue of North and South Problems. How to reach an agreement on environmental issueis the key for international society to adopting efficient measures. The environmental security is a new notion growing in the influx between environment and security. The bringing-up of this notion reflects the deeply concern of human being on the issue of environment and security. In view of international relations, environment security mainly contains below several parts: the threat of existing environment and the society unrest arousing by deterioration of ecology; the green bed of new conflict of post-cold war; the biology and gene threat arousing by development of science and international trade. 3. Environmental problems and international institution: research on countermeasures against the environmental problems. The globalization of the environmental problems leads to the actual need and fundament of handling the environmental crisis. As long as all the countries in the world work together, the global environment and the human being can remain sound and squire. Therefore, environmental cooperation in the worldwide range is the key to the environmental problems. However, there are all sorts of difficulties in the cooperation: conflicts between individual sense and collective sense, phenomenon of stealing a ride and the insoluble differences between developed countries and the developing countries. As for the difficulties, the international community need harness the environmental problems as a whole by means of reforming and reestablishing more efficient management and system. Due to the absence of a central government in the international community, it is of great significance to harness the global environment according to the international institution. First of all, the international institution offers fundamental principles and criterions to the global environmental improvement. Second, the international institution can function independently against countries. Finally, as the main body of the international community, countries are confined to estimate their interest, position and decision-making under the frame of the international institution.
