An Analysis On China-EU Environmental Cooperation Mechanism And Effect

Environmental problems are new-emerging problems for discussion in international politics currently. Environmental problems are gradually transferring from edge to center of international politics. Since 1950s, global environmental problems have become more and more serious. This led to the first upsurge of global environmental protection movements. Under this background, all the countries took actions and carried out cooperation programs in succession to solve the environmental problems all human beings faced jointly. Also under the background, European Union (EU) put forward its environmental policy and introduced the concept of environmental diplomacy into international politics. EU has already played an important role in the field of international environmental cooperation. Nowadays, the field of environment has already become one important stage for EU to reinforce its role as one group for world large countries. Because of environmental problems' characteristics of without boundary limits and the globality of environmental problems in space and influence, EU had to pay much attention to correspond and cooperate with other countries to solve the environmental problems all the countries faced jointly. On this ground, EU attached importance to environmental cooperation with other countries. International environmental cooperation has become important content of EU environmental policies. Its international environmental cooperation not only includes cooperation among its member states but also includes its cooperation with other western countries and the developing countries. Its environmental cooperation with China is one important part of its cooperation strategy. EU values its cooperation with China. The cooperation refers to such fields as fund, technology, environmental management and so on. Through years of cooperation, both sides have got great achievements and accumulated rich experience. All these will be of great significance for both sides to deepen their cooperation in the future. China-EU environmental cooperation is one important part of international environmental relations, so a research on China-EU environmental cooperation is necessary. China-EU environmental cooperation refers to, the two parties of China and EU carry out their environmental cooperation programs and jointly solve the environmental problems they faced through signing environmental cooperation agreements, constructing environmental cooperation mechanisms to promote technology and funds transfer between the two sides. This paper gives a brief respective analysis on China and EU environmental policies, and the forms of cooperation. The main part is the analysis of the mechanisms formed during the cooperation. Finally, the paper makes an analysis on the perspective of China-EU environmental cooperation. The first chapter of this paper provides a brief introduction on China and EU environmental policies and their development course. The introduction can make one know about their environmental policies and their attitudes to international environmental cooperation. The environmental policies of both sides have come through a process of continually consummating and developing. The two sides hold similar attitudes toward environmental cooperation, which creates conditions for the two sides to cooperate in environment field. The second chapter of the paper analyses the possibilities and driving power for China-EU environmental cooperation. The analysis is from three points of view. International environmental cooperation becoming a trend, the existence of joint practical benefits, the existence of theoretical foundation for the cooperation of the two sides,all these serve as the driving power for the two sides to carry out cooperation in the field of environment protection. The third chapter of the paper makes analysis of the mechanisms formed gradually in China-EU environmental cooperation from 4 levels.
