The ecological impact of heated discharge of thermoelectric (nuclear) power plant is all along the attentive problem in the construction of plant and the protection of water resource, is also an important part for environmental researchers. The article establishes a niathematic model-2D heat transfer model-for simulating the impact of heated discharge. It applies fitted coordinate to simulate calculating boundary, disperses and answers the equation of current and the heat transportation with FVM, finishes the establishment of the model at last. At the same time, the article which carries out synchronized prototype observation for hydrodynamic power and excess temperature of receiving water achieves satisfactory results. For an example, the model was successfully utilized into the simulation for the change of current field and temperature field of Han River according to the different season and hydrological condition, which caused by the second period construction of Xian fan power plant, and analyzed the impact for water ecology of Han River. The results were used in the feasibility research.The article put forward the concept of the heat environmental capacity for the first time, and gave calculating methods of resolving and numerical model on the basis of hypothesis of 2-D heat transfer. After deciding targets of ecological protection, the model applied the calculating method of heat environmental capacity and worked out the total heat environmental capacity and the residual, and provided environmental foundation for designing projects of the plant and offered scientific instruction for the programming of protection of water ecology.
