Reasonable utilization of resources and regional eco-environment is the important foundation and necessary to achieve sustainable development of social economic. According to the principle which adjusts measures to local conditions, it is the theoretical basis of remaining and improving regional eco-environmental quality to evaluate situation of eco-environment state, and offers ration of information to the eco-environmental strategy. Sichuan province is a large province in the western China, which lies up the Yangtze River, with a large population and complex topography. It has profound meanings to analyse and research carefully the whole situation and the regional current eco-environment and put out measures in particular to improve eco-environment in Sichuan province. Firstly, it can reduce eco-environmental pollution in the new century and prevent eco-environment from deteriorating and protect the eco-environment up the Yangtze. Secondly, it coordinates the development of economy, society and environment of Yangtze water, as well as the whole country.With RS & GIS and some relevant theories, the author builds an index system of comprehensive estimation of eco-environment and the background data base on eco-environment of Sichuan province, and decides the weights of index by spatial principal components evaluation method. The regional eco-environment model has been constructed. Then according to the estimation of the eco-environmental quality, the whole Sichuan province can be divided into 5 types. The main problems and the strategies of sustainable development were pointed out.Main achievements and innovations in this paper are as flows:1. The present Sichuan province eco-environment database was established based on MAPINFO and ARC/INFO, including the Sichuan province natural environmental database, natural disaster database, social economic database and the database of estimation of eco-environment.2. The Sichuan province eco-environmental evaluation rank map was made on the basis of the quantitative analysis: including the rank maps of precipitation and sunlight, evaluation of state disaster, evaluation of pollution, estimation of social economics, and so on.3. The author puts forward some aimed advices on the policy of sustainable development according to evaluation synthetically of Sichuan province eco-environmental quality.4. Using the method of multi-subject spatial data, it can comprehensively understand the general characteristics and the regional difference of Sichuan province eco-environment. Using the numerical analytical method, the regional quality of eco-environment was contrasted. The form of spatial data was used in the research. From the data collection to result analysis, the information spatial position character was kept all the time. So we can know the difference of data and analyse spatial distributed regular. The calculation result is visible so as to heighten the function of achievement. The utility of RS enhances the precision of the achievement.5. The research serves the administration and construction of Sichuan province eco-environment. Meanwhile, the methods used in the comprehensive estimation of provincial eco-environment are fit to estimate other regions in some extend, and they can also be use for reference to homogeneous research.
