With the rapid development of Chinese industrialization,emission-source pollution, industrial waste gas and waste water emissions rapid growth, our environmental pollution is already very serious, and has seriously hampered Chinese sustainable economic development. The full implementation of environmental monitoring had become an urgent need for environmental management. Environmental data and transfer process is an important component of environmental management. As an important means of evaluation of environmental quality, it used to implement environmental regulations, enforce of environmental standards and calculate emissions of industrial pollutants. Currently, China's environment automatic monitoring transmission has just started, there were no uniform standards and perfect laws and regulations, environmental data transmission reliability and authenticity are difficult to be ensured. It would greatly influence the development of environmental protection work.So in this paper, we summarized and drew domestic and international environmental data transmission of software architecture, analyzed and researched the existing problems in the process of the environmental data transmission. We also discussed the ways of software designs by combining with layering and modular. To solve the environmental data acquisition and transmission of the communication problem, we designed and implemented a reliable and effective framework for environmental data transmission.On providing the basic network data transfer, to satisfy the requirement of the reliability of communication and the diversity of transport protocol between ends-computers, we did the Cyclic Redundancy Check and re-transfer packets with transferred data. We created transfer command and parse transfer data base on our command, as to provide high performance and reliable interaction between the environmental monitoring site and environmental monitoring center.We tested this framework by functional and integration, then applied to CEMS software. Environmental data acquisition using FPI Company's instruments called Optical Multi-Channel Analyzer. Base on the actual usage of transmission network, we used a serial port, cable networks and GPRS three means of transmission. In the choice of transport protocol implementation, we choice national standard protocol (HJ212) and Modbus RTU protocol that most widely used in environmental protection industry. The results showed that the framework meets the design goals. For the upper, it provided a very comprehensive transport-service and the upper application programs did not have to do a lot of work, it also enhanced code interoperability and scalability. We can say it greatly simplified the upper transfer protocol design and implementation, the environmental data transmission module provided practical values when designing the environmental data monitoring software.
