Weibull Distrction is an emerging distribution, it deduced on the assumption of the weakest chain when Waloddi.Weibull do some analysis on materials strength in 1939. Since it has a goodness of fit of many types of test data, it was widely used in the applied statistic and reliability analysis, such as electron tube, ball bearing and electrical insulating material. Meanwhile, it is widely used in aerospace and biological medicine, for example, the lifetime of fatigue fracture production, the lifetime of turbine engine and electric connections units, the time of tumor development in humans or animals and the lifetime of cardiac pacemaker etc. Therefore, weibull distribution is one of the focus problems of the reliability theory, especially the parameter estimation and reliability assessment estimation.Scientifically and efficiently to estimate the parameter is significant. The traditional parameter estimation methods of weibull are Figures method, Moment Estimate (ME) , Maximum Likelihood Estimation(MLE), Least Square Estimate (LSE) and Bayesian estimation. Probability paper estimation is used in figures method, it has a bigger error and reduced the precision of the estimates; Moment Estimate (ME) and Maximum Likelihood Estimation(MLE) involve transcendental equations, generally it doesn't have an analytic solution, while the Bayesian estimation should calculate integrals and this is very difficulty. In our paper, a more simpler estimate method, which can be reduced the bias of estimation and promote the efficient of estimation is given.
