In recent years, due to a variety of damage to natural resources, excessive consumption of resources, the entire ecosystem of the disaster has revealed. In particular, the climate warming as a sign of global climate change has and will continue to affect terrestrial ecosystems, extreme weather events and weather disasters increased. Mankind is facing an increasingly serious problem of resources and the ecological environment of the challenge, and seriously restricting the development of grain production bases, production and food security at the same time will cause a huge threat. As a result, to carry out ecological monitoring and evaluation of the meteorological work in protecting the environment, food security and disaster prevention and reduction in production is of great significance.In this study, these data came from the ecological quality of Heilongjiang Province meteorological monitoring, remoted sensing to monitor the growth of vegetation, biomass of terrestrial ecosystems monitoring and land-based remote sensing to monitor the productivity of ecosystems are used and combined with land-based ecosystem productivity and population carrying capacity was analyzed to evaluate Meteorological Heilongjiang Province ecological quality. Some findings have been made:(1) The distribution of vegetation coverage was more obvious difference and the various types of vegetation was also limited in Heilongjiang. By contrast, changes in the coniferous forest lesser extent, slightly larger changes in the land. Before July in 2007 vegetation growing was well and vegetation covered index was higher than over the same period in previous years in Heilongjiang Province. When enter in August, NDVI began to decline and lower than in previous years. (2) The basic characteristics of Forest NPP spatial distribution in Heilongjiang were that the south and east were higher than the north and west. Hereinto, one of the Great Xingan Mountains forest NPP lowest, followed by the Small Xingan Mountains, the highest the Laoye Mountains. The total NPP of the whole year of terrestrial ecosystems was 283.1 tC·a-1 and average was 382.8 gC·m-2·a-1.Heilongjiang Province in 2006. (3) The mean temperature and annual precipitation overall was on the rise in the past 40 years in Heilongjiang Province; the average productivity of the total 3.35×108 t DM·yr-1 of past 40 years in Heilongjiang Province; Among forests, farmland, grasslands and wetlands were the total productivity of 1.71×108 t DM·yr-1,0.88 x 108t DM·yr-1,0.27×108t DM·yr-1 and 0.49×108t DM·yr-1, Forests, farmland, grasslands and wetlands, the average productivity of 10.00 t DM·hm-2·yr-1,9.60 t DM·hm-2·yr-1,7.10 t DM·hm-2·yr-1,8.62 t DM·hm-2·yr-1. (4)In Heilongjiang Province, the well-off and prosperity the average consumption level of the total population bearing capacity were 162 million,137 million and 133 million between 1967-2006 under the three type spaciousness. Heilongjiang Province, rich in land, natural resources, climate and resources to ensure that the local population with a well-off-the level of consumption, even in affluent consumer-level Heilongjiang Province still has a considerable degree of grain output capacity in China's food security strategy is important Status. (5)Some of the evaluation methods have been used to evaluate ecological quality of the weather of Heilongjiang Province in 2007 July-September. These methods included Meteorological disasters index, index of vegetation cover, water density index and so on. Through Comprehensive analysis, we can draw a conclusion:2007 July-September, ecological quality was 49 to 57, this showed that good ecological quality was presented in Heilongjiang Province.In addition, this study from a macro point of view, the GIS and RS theoretical and technical methods has been used to carry out a comparative study on the eastern mountain forest ecosystems of the spatial distribution of soil respiration characteristics of Heilongjiang Province. Its research result could provide a theoretical reference and technical support for studying the forest ecosystem energy and material flow cycle, as well as regional and even greater scale soil respiration to explore the spatial variation of the law in the province.
