This thesis reports on a study aimed to design the test system for the measurement of relative permittivity and loss tangent of polymer-based microwave circuit substrates and to evaluate and express the uncertainty of the test results.First of all, it reviews widely used test method for the relative permittivity and loss tangent in international, it also introduces the theory for the test and the expression of uncertainty in measurement.The test method used in this study is the stripline resonator. The dimension of the test pattern card,the software of calculation and the step of the measurement has been designed.Specifically, it illustrates the following aspects which influence the test results of relative permittivity uncertainty:environment factor, apparatus factor, tester factor, linear regression factor and so on. Type A evaluation of uncertainty is used for the apparatus factor. Type B evaluation of uncertainty is used for tester factor, mathmatics model and linear regression factor, etc. Finally, it given the combined standard uncertainty uc(εr)and expanded uncertainty U95(εr).At the end of the article, it made a conclusion for the measurement.The above results will have implication in design, development, ac-ceptance specifications, and manufacturing quality control of the large quantity of substrates.
