Ri zhao Line-tracking Emergency System is the organical combination of the graphical information(GIS, Geographic Information System)technology, Global Positioning System (GPS, Global Positioning System) and wireless communication technologies, embedded systems technology and other advanced technology .WebGIS system which located in Ri zhao Government provides visual carrier for monitor the Emergency Vehicles And pipeline walkers GPS provides real-time location information, General Packet Radio Service builds a bridge of the wireless data communications between GIS and GPS ,embedded GIS technology enables GPS terminal smaller and more powerful,driven by all these sophisticated and advanced technologies, the integration of various technologies has been kept continuous improvement and development.Construct the city linkage system adapted to the strategy for development of Ri zhao city, regulate and strengthen the city's work dealing with line emergencies,enhance the level of the Government's comprehensive emergency services, raise the efficiency of the Government's handling emergencies, control and reduce incidents which caused harm and loss,enhance emergency management of the city relying on science and technology to gaurantee the city's normal operation in the exceptional circumstances,which will be conducive to social stability and unity,with profound social significance.In this paper, the author,taking Ri zhao govenmental Line-tracking Emergency System as an example, analyzes in details the integrated program in GIS with the two models of the GPS terminal under the GPS sophisticated integration means .That is, Dopod P800 pocket pc with a SiRF STAR III GPS chipset and GPS terminal production NAV3000B produced by Beijing Telegyro Communication and Navigation Co.,Ltd.The paper describes in details the way to receive the signal, the flow of data analysis, and the docking approach with monitoring center in services-side respectively,and implementate the two terminals'respective business flows separately with .NET in C#.This paper take full advantage of the open GIS and used the Epoch IMS as WebGIS platform ,which has fully demonstrated the system's SOA infrastructure and has been successfully developed the Ri zhao Line-tracking system's basic module and extended module mainly including the thematic maps' display of regional police points,the best path analysis among two or more points in city road networks, the Cross-border alarming and the real-time tracking of Emergency command vehicle or line-tracter in and out of the designated region, the historical path's playback of the specified time interval,the overlays of Two-dimensional vector data with the local Google image data and so on all above mentioned which it contribute for decision-makers to give historical cases statistics and analysis,convinient for police to arrive on the scene rapidly,helpful for emergency command center to know real-time location of line tractors and the emergency vehicles and to track and monitor them, and to show vividly and intuitively the locations of the scene,line-tractors and emergency command vehicles and other informations.Innovation in this paper as follows:(1) A variety of GPS terminals will be applied in Ri zhao Line-tracking Emergency Systems, combining Ri zhao Line-tracking MIS business processes, which makes embedded GIS based pocket pc, server-side WebGIS and GPRS communication network a good integration.(2)The Line-tracking Emergency System's monitor center adopt WebGIS based OpenGIS architecture.It follows OGC standards, which ensure the system's open and connectivity, and enable the system to integrate multi-source date, deploy distributed service and ensure the speed of mapping of the huge amount of data.The system also make full use of AJAX API, combining the refresh technology of asynchronous data , which ensure users visual experience.
