GIS (geographical information system) is the sort of theory applying information system and information science under the support of computer hardware system and software system, and could gather, store, manage, operate, analyze, display and describe idiocratic attribute on interspace data among the real world. GIS, as new brim science involving computer science, information science, geographical science, mapping remote sensing science, surroundings science, city science, space science, information science and management science, has been raised rapidly. It opens up application foreground in terms of military and civilian use.So far GIS on military use is ongoing, while its development in our department lies in commencement phase, lacking high effect about conformity and electronical map system that possesses integrated function. CAPF unit, preparing too much but proceeding for short while, executes anti-terror as the focus task that can not been let up. With the support from electronical map system of CAPF city range by GIS technology, troops check&preparation, route analysis, orientation tracing regarding GPS vehicle and personnel, long-distance video inspection, ahead command and decision-making analysis and so on can be realized, then CAPF army achieves high efficiency pertaining to conformity for the whole command control system, dictate person on all levels could make decision at ease. As the result, it improves reaction speed and superintends level of the army essentially so that army executes tasks more powerfully and quickly.This thesis is based on academic groundwork research aiming at all the key GIS technique, focusing on the application requirement for the present CAPF unit, designs CAPF city-range electronical map system grounded on GIS. the paper firstly works on GIS and theoretics principle of electronical map, at this point, carries out description on technology used by system, then analysizes various requirements pertaining on map system of CAPF cities, and the next argumentation is to process overview as well as detailed design with regard to system structure, function module, program flows, interfaces, database and so on, meanwhile, the plans are implemented.The paper still points out typical arithimetic concerning shortest-circuit, also, optimizes and studies deeply arithimetic with regard to shortest-circuit on electronical map system by introducing Dijkstra arithmetic as well as popping out node-arc association structure indicating deeply-priority-search arithmetic.
