Urban area is since the focus both fighting sides struggle with. Along with the application of the information techniques to the the battlefield, air attack has become the main battle style in the future, the aerial raid and defense have been the focus in the battle. The center of city's polity, economy and culture makes urban aerial defense most important. And the city's dense population also aggravates the aerial defense mission. How to organize population evacuation effectively is not only a significant guarantee for deducing the casualty, alleviating the burden of city and enhancing the protection ability but also for keeping society stable and preserving battle potential. Consequently studying on population evacuation of urban aerial defense becomes more and more important.Based on the research of relative achievements in China and other countries,we discuss population evacuation of urban aerial defense from the perspective of georgraphical network. And the dissertation consists of the following aspects:1. According to the characteristic of operational style under the condition of informationization,we make analysis on the population evacuation of urban aerial defense in reality. The concept, the environment, the influencing factors, the evacuation population and the structure of region are analyzed. And we put forward the solutions of population evacuation based on GIS.2. Based on the analysis of population evacuation, we design the conceptual and logical model of evacuation network. After studing the elements of the network,we conceive the conceptual model. On the basis of the logical analysis on the elements by the node-arc model with dynamic segment technology, we construct the logical model of evacuation network.3. Having constructed the model of evacuation network, we make research on the population evacuation. The main content includes the analysis of occultation installations, population evacuation route and the optimization of the network. Then the service range of occultation installations and allocation range of evacuation population are analyzed in the paper. We also design the mathematic model of people's entrance to the occultation installations, and bring forth four allocation models of evacuation routes. According to the graphy theory, we study the best route and maximum flow of the network, furthermore we put forward the detailed thoughts and process.4. We construct the population evacuation of urban aerial defense system, in which the evacuation network model is validated. The system also provide the function model for the command system of urban population evacuation.
