The Influence Of The Negative Effect Of Modern Sci-tech To The Construction Of The Harmonious Society And Its Countermeasures

The rapid development of modern sci-tech and its extensive application in the area of economy and society has brought us into the epoch of sci-tech ,that is,an epoch dominated by sci-tech .Needless to say,science and technology ,as the first element of modern productivity and the leading motive force of social transformation,have led to the increasingly growth of material wealth and soiritual values of human being,and largely pushed forward the progress of our economy,culture and the whole society.However,while admiring sincerely the great achievements of the civilization of modern sci-tech―the development and application of modern sci-tech have alse led to a series of negative effect on ourselves,our society ,and the ecological environment on which we rely for existence.Not only does the nagative effect of modern sci-tech come into being ,but,with the acceleration of the expansion of sci-tech,its range of action and degree of harmfulness are growing and strengthening contiously.In short ,the effect of the so-called"double-edged sword"or the"dual property"of modern sci-tech is more and more obviously and sharply opening up before our eyes.How to fully and correcetly recognize the forms and causes of the negative effect of modern sci-tech,and how to validly prevent or move such an negative effect ,those are just the main problems which the author of this paper tries to probe and sovle. The central contents and ideas of the paper lie in the three aspects as below:fiestly,probing with the clue of the negative influences of modern sci-tech on human being ,human society and the whole ecologial sestem of the earth,and collecting and analyzing a vast amount of the factual materials and data related,the author reveals completely and profoundly the main forms of expression and the the serious consequences of the negative effect of modern sci-tech; secondly, from the inner mechanism and the surroundings of the sci-tech system, and from the various angles and levels of theory and reality ,the author analyses thoroughly and summarizes clearly the main sources and essence of the negative effect of modern sci-tech; and finally, based upon the research and analyses on the causes of negative effect of modern sci-tech and on the actual state of the development and utilization of modern sci-tech , and from the aspects of the guiding principles, the system of assessment for sci-tech, the legal system of sci-tech, the ethics of sci-tech, the means of sci-tech solution,the public education, etc., the author expounds and proves a series of the countermeasures for preventing and removing the negative effect of modern sci-tech.At present, as we can see, the situation of the reseach on the negative effect of modern sci-tech, no matter in the area of theoretical analysis or of the practical countermeasure, is quite lagging behind the actual development of sci-tech and society. Thus, ti is the the main expectation of the author that, the paper can arouse much more attention and concern about this important issue, and can provide some new ideas and projects for the resolution of such a serious problem, so that we will set up a significant research field for the discipline of STS, of scientific methodology and of the philosophy of sci-tech,and hope to the construction of the Harmonious Society can have benefit.
