RIGHT TOOL FOR THE RIGHT JOB.Urban Planning, especially Urban Transit Planning is a kind of complicated work with huge data including spatial data and attribute data, a planner must deal with these data coming from multi-source in multi-style, and analyze them in order to abstract valuable infomation among these enormous data. Urban Planners need a "RIGHT TOOL" to help them to find their way out the labyrinth of data.GIS is such a "RIGHT TOOL" for planners to do the "RIGHT" Urban Planning "JOB", it has at least three main characters: first, it build a bridge between the spatial data and attribute data which are usually separated from each other before GIS's appearance; second, it has a set of powerful analysis tools which can give easy and quick analysis in mathematic ways—including network analysis, spatial analysis, 3d analysis and etc.; third, it is a useful tool in helping planners to draw all kinds of maps in planning.In this paper, the author focuses on the "construction and analysis of the transit Geodatabase", which means there are two main parts of this study, one is how to build a GIS based transit database, the other is how to use the transit database to analysis the transit system in different ways by calculating multiple technical indexes and drawing analysis pictures about it.After working more than three months on the construction of Shaoxing GIS transit database which is a very important part in project of "Shaoxing Transit Planning", the author set a system study of the whole process, almost every detail, of the construction of the transit Geodatabase, including transit modeling, structure design, data processing, application in Urban Planning and etc., using ArcGIS9.2 and TransCAD4.5. After that, the author go on with the study of the analysis in Geodatabase: firstly, the author selects 18 indexes which are most used in Transit Planning -- modifying the characters of the transit network, flow of passengers on the street, and service level of the urban transit system; secondly, the author make a set of methods to analyze and calculate these indexes, by using multiple GIS tools, and give explanations; lastly, examples from the "Shaoxing Transit Planning" are given by pictures to show the steps of analysis.By doing so, the author give a clear and concrete way showing how to build a "Transit Geodatabase" and making analysis based on it, it's a study of GIS application in Urban Transit Planning and also, it can be a useful guiding for the GIS beginners to understand how GIS works in Urban Planning area.
