system evaluation is the core of the most important and complicated part of system theory. With the development of science and technology, the human society has moved into a material and a extremely complex immaterial network society. Under this condition, more and more attentions have been paid on the study of complex systems. System evaluation has been applied to the each layer from the original single engineering system evaluation to various aspects in the natural science and human life. Therefore the evaluation for the complex system seems to have great practical significance.The traditional evaluation methods include fuzzy comprehensive evaluation, analytic hierarchy process technique and the evaluation method based on the dyadic semantics, etc. The widely application of the evaluation idea has advanced the traditional evaluation methods and new evaluation methods come to emergence continuously which deeply richens the application of system evaluation. In this point of view, people can analyze and understand the system by a certain means in a broader range. When it comes to complex systems, their own complexity determines that the evaluation of complex systems can't be a single evaluation method. Therefore, synthetical evaluation method should be established in complex system evaluation problems.In this paper, the fuzzy comprehensive evaluation and analytic hierarchy process technique has been confirmed for their significance in the complex system evaluation, moreover, complex system evaluation methods are introduced based on the dyadic semantics information process technique. The method avoids the problem of information-absent to complex system evaluation. It can effectively solve the consistency problem of information processing. Furthermore, the paper introduces the hotspot of complexity science—complex network theory into the problem of complex system evaluation, recovering the complex nature of the complex system. Introducing the complexity standard into complex system evaluation is of certain significance in improving the scientificalness and accuracy of the complex system evaluation.Taking the practical complex system evaluation of the scientific study evaluation in the institutions of higher learning as an example, the paper concretely depicts the preliminary method of complex system evaluation of the comprehensive specialist evaluation based on the binary semantic information processing with the introduction of complex network theory. The paper also gives scientific achievements evaluation results aiming at scientific complex system by adopting this evaluation method.
