When enterprise's development reached a special moment, its development is decided by its culture. Targeting enterprise's strategy and goal, training its talents and reforming its personnel mechanism are closely related with enterprise's culture. Training high quality staff and building excellent enterprise culture are the fundamental way to enhance its core competitiveness and achieve sustainable development. The article summarizes the important aspects of enterprise culture, including its definition, connotation, form of expression, characteristic and importance. Meanwhile, combined with internal situation of Tianjin Institute of Surveying and Mapping which it is of high quality staff but redundant structure and the external situation of the institute that it has to face the market competition without government's protection, the article analyzes the current circumstances of institute's culture construction and points out its problem which is the construction of its enterprise culture lacks of inner consensus and impetus so that it is hard to achieve the substantial progress by the SWOT. The article, in its last part, puts forward the solution that is to build the enterprise culture integrated with its traditional culture, with learning organization, cost control and putting people first and regard the quality as its life as its core.
