In recent years, marine ecosystem is facing stresses and disturb caused by increasingly strong human being activities, which greatly challenge the management of ecosystem. Ecosystem Health Assessment, which is a newly developed technique to assess the ecosystem health, can relatively accurately measure the present structure and function of ecosystem and thus provide valuable information to administrator to make guidelines. According to the characteristics of ecosystem.The author pointed out that the process of marine ecosystem health assessment should at least include these four modules: survey on the ongoing status of the ecosystem, analysis of question, diagnosis of health and management. Based on the real situation of Jiaozhou Bay and the principles of assessment of indexes of structure and function, environment and biology indexes were chosen for the Bay to establish the system to assess the ecosystem of Jiaozhou Bay; Furthermore, based on analytic hierarchy process, the relative significance and the value of index weight of each of hierarchy evaluation indexes were calculated. Accordingly, by analyzing the survey data we had and the information in related literatures this assessment system was applied to assess and compare the health level of Jiaozhou Bay in year 1999, 2003 and 2006, respectively.Results showed that HIH of jiaozhou bay in year 1999, 2003 and 2006 is 0.718, 0.739 and 1.188 respectively, which indicated that the health level is sub-healthy, sub-healthy and healthy, respectively. The switch of Jiaozhou Bay Health level from sub-healthy to healthy demonstrated the apparent success of management of Jiaozhu Bay ecosystem done by Qingdao Government and also showed that the marine ecosystem of Jiaozhou bay can kind of keep biodiversity and ecosystem structure relatively stable. Results also showed to us that the main functions of the ecosystem in the Bay work well, which mean that stresses caused by human activity are not out the range of carrying capacity by the bay.
