This article discusses the question existed in the fuzzy network planning based on structured element: Firstly, has redefined the comparison and the subtraction of the fuzzy number based on structured element theory, has provided the theory basis for the computation of fuzzy network time parameter. Secondly, above this foundation, has carried on the time limit for a project cost optimization to the fuzzy network, obtains the fuzzy network most low cost program. Finally, has carried on the analysis to the fuzzy network resources balanced question, proposes a new resources balanced method.The paper utilizes structured element theory in the fuzzy network planning, in certain degree improved the fuzzy network planning in computation of fuzzy network time parameter and so on fuzzy network optimization, has certain reference value to enhance the utilization and the management in the fuzzy network planning.
