Based on the monthly NCEP/NCAR Reanalysis dataset and GISST data, the durative of the ocean-atmosphere system in tropical Indian and tropical Pacific Ocean have been studied. It is shown that the "fall barrier" exists in East-Indian Ocean while the "spring barrier" is validated by analyzing the durability of SST in tropical Pacific Ocean and tropical Indian Ocean.On the basis of the "fall barrier" and the "spring barrier", the seasonal changing of the ocean-atmosphere system in tropical Indian and Pacific Ocean has been analyzed. Results indicate that in the period of "spring barrier", the Pacific system is weak while the monsoon circumfluence over Indian Ocean develops strongly, then it turns to the dominating of monsoon circumfluence from the Pacific system in tropical Indian and Pacific Ocean. In the period of "fall barrier", the monsoon system is weak while the Pacific system develops strongly, then it turns to the dominating of the Pacific system from the monsoon circumfluence in tropical Indian and Pacific Ocean.Further more, the relation between the ocean-atmosphere system of Pacific Ocean and the "fall barrier" of tropic Indian Ocean has been analyzed. It is shown that the winter SSTA of tropic East-Indian Ocean has little correlation with the prophase system of itself while it is led by the Pacific system in a great degree. Then it is thought that the "fall barrier" in tropic East-Indian Ocean is greatly effected by the ocean-atmosphere system of Pacific Ocean.
