The water resources is humanity's life resources, the groundwater resources is its important constituent, is important attribute of the constitution and the influence of ecological environment. Especially in arid and semiarid area in our country, the contradictory between irrigation farming water using and the rivers runoff comes to be outstanding, the ground water becomes the main supplying water resource. Therefore, using regulation & storage function of groundwater reservoir convective region water resources to carry on in the time and the region redistribution, will certainly improve the rainfall and flood resources utilization ratio, become an important means and a resultful approach for realizing water resources efficient sustainable utilization in north area. Along with the ground water numerical simulation technology unceasing development and correlated software promoted one after another, the numerical simulation has become one of effective methods in ground water research.This paper is taking Tailan river basin for example, analysis on simulation and function of regulation & storage of groundwater reservoir. Firstly, analysis on time-frequency of Tailan river runoff 48 years with wavelet analysis method, Secondly, choose MODIS data of 2000 year to inverse region evapotranspiration by SEBAL model, master study area's excretion from basin scale, Thirdly, analysis of the feasibility of artificial regulation & storage groundwater reservoir from conditions for constructing underground water reservoir, ability of limit water resource storage, the maximum space of regulation & storage, and water exchange conditions. Fourthly, simulating and caculating the function of regulation and control of groundwater reservoir under different schemes. Lastly, to realize water resource efficient utilization, we analysis on the combined scheduling of groundwater and surface water, the paper provides basic information for constructiom of horizontal karez. This study obtained the main results as follows:1) Tailan river yearly runoff series is with 36a long period and 10a middle period.2) The correlation of reversion value and mesure value in May to october daily evapotranspiration is 0.88, monthly is 0.91, precision are higher.Thus, we can obtain evapotranspiration of whole year in 2000 is 7.04×108m3.3) Analysis on reservoir forming conditions, study area is suitable to construction proluvial fan groundwater reservoir. During 2010-2030, the total theoretical value amount of water resources supplied for regulating & storage is 10.33×10~8m~3 , the annual maximum theoretical value is 0.81×10~8m~3 , the minimum theoretical value is 0.42×10~8m~3 .The maximum space of regulation & storage theoretical value is 70×108m3 in present situation.4) Under the precondition of ensuring agricultural and ecological water use, combined with the well field of JIAMU, AKUMU and proluvial fan groundwater reservoir, we can implement artificial regulation & storage. During 2010-2030, the amount of artificial recharge is 4265×10~4m~3 in wet year, 3356×10~4m~3 in normal year, 2608×10~4m~3 in dry year. Corresponding exploitation quantity is 15069×10~4m~3 ,19149×10~4m~3 ,21533×10~4m~3 , the largest water level increase is 7.73m, 7.0m, 6.5m near the recharge area, the largest interference water level drop is 12.38m, 19.10m, 23.28m, and it is 13.44m, 22.97m, 26.20m in no artificial recharge.5) After the combined scheduling of groundwater and surface water, the largest monthly water shortage amount decreased from 8728×10~4m~3 to 5721×10~4m~3, the largest yearly water shortage amount decreased from 18234×104m3 to 7701×10~4m~3 .
