In modern society, because science and technology brings about earth-shaking changes for people, it gradually becomes the primary ruler of social life. Academic circles pay high attention to this phenomenon by putting forward various views on the essence of technology and the corresponding social impacts it makes.In particular, Frankfurt school takes the abuse of technology as the core of its social criticism. Habermas, the spokesman of the second generation of Frankfurt school, inherits the thought of the pioneers, and proposes the claim that science and technology is ideology, that is, he regards science and technology as an invisible ideology. This point of view is mainly incorporated in his book"Technology and Science as an'Ideology'". Rationality and legitimacy are two key concepts in Habermas 's system . More exactly, he analyzes the developing tendency of later-period capitalism by the rationality framework and creatively puts forward a new paradigm, namely "Arbeit und interaktion". By means of legitimacy , he points out that science and technology is the leading productive force and serves the function of ideology. In later capitalist society , technocracy occupies the dominant role.Guided by historical materialism, this paper,combining the studies both domestic and abroad,aims at interpreting Habermas'claims.It figures out the the one-sidedness in Habermas'claim,for example,his confusion of technology-science with ideology ,in line with his confusion of technology itself with the utilization of technology by capitalism,thereby arrives at the conclusion that all thchnological activities whose implementation involves many factors ,such as culture , economy, politics and so on, are social activites in nature ,thus we cannot discuss the technique issues abstractly ignoring social reality.In view of the above mentioned reasons ,the author proposes that ,it is of great practical significance for the thchnology and education based rejuvenating strategy in the course of China's Mordenization to strengthen the constraint and guidence from humanist rationality toward technological activities ,and enhance the sense of humanist ralues while developing science and technology.
