Based on the abundantly internal and international researches of the land use changes and the impacts of land use changes on hydrological process , many items are researched in this article, including the development direction of the land use changes and the driving force in the Qinhuai River basin, the impacts of land use changes on hydrological process assessment model was constructed, using the model to evaluation the impacts of land use changes on hydrological process and search the suitable land use planning for the sustainable development.Summarizing the abundantly internal and international researches of the land use changes, including the researching direction, the researching aim, the researching keystone, the development direction, summing up the researching methods, analyzing the impacts of land use changes on hydrological process, like as the evaporation, the runoff, the canopy storage etal, in particular, many factors impacting the flood are researched, including the vegetation changes, urbanization, prevent or control flood engineering measure, lake inning.Analyzing the characteristic of the land use changes in the Qinhuai River basin, estimating the land using changes, the result of this researching indicated there are many changes on the land use, the most significant characteristics were the distinct decrease of paddy field and forest land, and massive increase of build up land.The impacts of land use changes on hydrological process assessment model was constructed in the Qinhuai River basin, in the model, many special land situation are considered, such as large proportion paddy area, many reservoir adjusting. The model was applied to simulate and validate on the BeiShan reservoir of the Qinhuai River basin, compared with the SWAT model, the simulation precision are better than the result of SWAT model.The model was applied to deeply research the land use changes in the Qinhuai River basin, Four extreme land use scenarios were used for hydrological simulation to analyze the hydrological effects of different land use. Under the condition of the same precipitation, the order of annual runoff for four different land use was build up water> land >dry land>paddy filed. With the development of the urbanization and the land use changes, the sustainable development should be became the aim of using the water and land resources and should research and distribute the suitable method in the Qinhuai River basin, keep the economy development and assort with the environment...
